Although autonomy has been supporting such activities in recent years, it is not enough in regards to nurturing more of human resources.\n The thesis regards civil cultural activity as a mean of nurturing human resources, and validates what conditions of civil cultural groups contribute cultivating human resources, as well as eventually developing the regional community.\n The research focuses on Aichi prefecture and picked up 15 civil cultural groups from various genres such as music, play, dance, and traditional performing arts to study individually with the following 5 factors: genre, whether their stages are self planned or not, management system, and how the group relates with other organizations and its local community.
