I have examined essential factors for the realization of that approach from the view Designated Administrator System.\nTaking the opportunities presented by The Great East Japan Earthquake (2011) and the Act on Vitalization of Theatres and Concert of Theatres and Concert Halls (2012), Regional Cultural Institutions were asked to play roles of approaching community problems and being a cultural base for local communities. I have found that it's effective to introduce The System making use of New Public Management (NPM) as the background for it'  management.\nKobe Nada Hall is managed by a joint venture of two companies. Through a case study, I found there are three actors of partnership and collaboration around this Hall.
