According to the street-level bureaucracy theory, this research also analyses the problems of obstacles which grass-roots civil servants have encountered during law enforcement.\n Through case study, the researcher found out that in the appearance conservation of historical buildings, the related departments mainly depends on law enforcement. However, due to the discretion, law enforcement may not always be complied. According to the street-level bureaucracy theory, four factors may affect the discretion. Firstly, the municipal government didn't set a clear goal. Secondly, the employees of law enforcement department didn't receive sufficient training. Thirdly, banning of extra-budgetary income of the law enforcement department is needed. Fourthly, the law enforcement department has a tendency of passing the buck to citizens.\n The recommendations for the law enforcement department involve four related reforms including performance evaluation, staff training, budget management and administrative supervision.
