Moreover, promoting industries requires cooperation between local universities and the industries. For instance, in 2015, the Saga University combined with the Arita College of Ceramics in Arita which is one of the major production areas of pottery.The current trend of a cooperation between local universities and the industries world originated from the movement of Kyoto College of Technology in the Meiji era. Through researching the process of setting  up the school, the human network built by teachers and graduates, and the cooperation between the school and local arts or crafts groups, the author examined  a current promoting strategy of the traditional crafts industries.\nConsequently, this paper was to reveal  the following; 1. establishing the Kyoto College of Technology by the official organizations and private craftsmen with the purpose of working together, 2. an importance of the local institutes of higher education as the base of “local knowledge” in order to promote the local industries, 3. the school played a role as a base of human-network among teachers, graduates and private craftsmen.   \nThis is a personal reason though, one of motivations to study was the author’s graduate report, which had been handed in to the Shizuoka University of Art and Culture. The report showed that Asai Chu, who was a professor of the Kyoto College of Technology, was impressed by arts of Rimpa, and developed created  his unique arts style. The author knew that Asai had belonged to the arts and crafts groups in Kyoto, and contributed to the promotion of the traditional crafts industries of Kyoto in his later life. However, the author did not examine his extensive human network or the process to set up the Kyoto College of Technology.
