The government has been fixing the allocation of grants, and only some old orchestras have been able to get grants.On the other hand, it is difficult that the contemporary music groups and young orchestras get grants.In addition; many people cannot receive the benefits of governmental support scheme according to their living areas or some other conditions. \nThis study clarify the actual conditions of Japanese orchestras and the governmental support scheme for the orchestras. And, this study also clarify the effectiveness of the demand-side policy around the voucher policy enforced in many foreign countries. By that policy, we can expect the expanding of people’s opportunity for appreciation and the activation of creation by the orchestras.
