It is expected that by creating an environment of cooperation between libraries and related organizations, library services to local residents can be improved and contribute to solving problems in the area. The present study focused on municipalities that had a reading ordinance in correlation with the Great Heisei Municipal Merger and in particular chose Nakatsugawa-shi, Gifu prefecture as a subject.\nThe author conducted an interview survey about what kind of cooperation was being performed targeted for the city libraries, the public halls and the schools by a case investigation. In order to see how each collaboration exists, the study used YAMAKURA Kenshi’s “alliance theory” and analyzed from the three perspectives of “design,” “execution,” and “change/evolution.” This analysis found that each organization had its own challenges when the opportunity for collaboration arose but common points were seen in each attempt at collaboration. From the perspective of “execution,” each organization worked flexibly according to their environment and from the perspective of “change/evolution” changes in staff consciousness as well as increased shared consciousness emerged. Based on the factors that emerged in the Nakatsugawa-shi study, elements necessary for smooth collaboration can be summarized in the following six points.
