For example, neighborhood organizations are counted as one of these subjects. Local resident has taken self-government in their community. That is why, you cannot consider decentralization, without grasp of them. This thesis reveal how they preserve social norms and build consensus with fieldwork about Komiya-neighborhood-organization (not its real name). In addition, it shows that you can analyze those function with social solidarity by È.Durkheim. This thesis proves that individual neighborhood organization which has some complex structures, and warns that you disregard diversity of communities.
