The Artist-In-Residence program is expected to contribute to the promotion of this policy. The Artist-In-Residence program can bring creative outsiders to the city. However, the evaluation system has not been developed, which poses a problem. Therefore, the purpose of this paper is to develop an evaluation system for the Artist-In-Residence program as a creative city policy.\nIn this paper, Hamamatsu city is considered as an example. First, this paper summarized the characteristics of Hamamatsu city as an industrial city and identified issues in cultural policy. The significance of the Artist-In-Residence program was confirmed. Next, after construction of a logic model and indices, an evaluation trial was actually performed using the Artist-In-Residence program at Kamoe Art Center in Hamamatsu city. In the trial, we combined a quantitative survey based on application materials and a qualitative survey of interviews with people related to the project. Furthermore, from the results of a trial, we interviewed the site operator and Hamamatsu city officials about the effectiveness and operability of the evaluation system. The evaluation system was improved so that it would be suitable for actual operation.\nIn this paper, I developed a system for evaluating the Artist-In-Residence program as a creative city policy from these surveys and analysis. The feature of this evaluation system is that the same index is verified from multiple viewpoints. This evaluation system has realized the evaluation of the results of program management, such as public relations work. This evaluation system also made it possible to verify the effects of creative staff on the arts and culture, such as improving the skills of staff and the potential of project sites. The evaluation system developed in this paper is a system for evaluation of program management based on on-site operation and contributes the most to on-site PDCA.
