In particular, the analysis utilized the social model of disability and the idea of familial role in social inclusivity. For the definition and theoretical explication of social exclusion and inclusion, works of Abe and Iwata were used respectively. The author conducted extensive fieldworks including interviews and document reviews not only on Numunoki Gakuen but also on similar facilities such as Het Dorp (Netherlands), Taiyo no Ie, and Creative Support Let’s for comparison. Nemunoki Gakuen established a system realizing those with physically and intellectually handicaps with no familial support to participate in society by providing familial and educational environment. Specifically, the following six points characterize Nemunoki Gakuen’s socially inclusive activities. (1) Providing the disabled with families and education through the founder's personal efforts, despite the lack of fact public institutional support systems, (2) Stating their visions in a cogent and appealing phrase to reconstruct the perceptions of disability in order to overcome the prevailing discrimination and prejudice, (3) Developing the hidden talents of the disabled with uniquely designed pedagogical methods, (4) Providing workplaces and opportunities for the disabled to interact with people in local communities and hence facilitate social participation, (5) Improving the sense of self-affirmation of the disabled by making them participate as members of the communal families, (6) In a time when the words and concepts of social inclusion did not exist, Nemunoki Gakuen was established and operated as a community actualizing the idea of social inclusion, and furthermore, it has been contributing to the evolution of the idea social inclusion. In disability studies in Japan, “de-institution” and “de-familialization” have been emphasized as policy guidelines. However, this study revealed the fact that Nemunoki Gakuen was successfully operated as an institution and as a family-like environment, and as a result, both the residents and the entire Nemunoki Gakuen community were socially included.
