{"created":"2023-06-19T08:50:23.945819+00:00","id":1650,"links":{},"metadata":{"_buckets":{"deposit":"3b91652e-7c3f-45c3-98da-6f909dec7b16"},"_deposit":{"created_by":15,"id":"1650","owners":[15],"pid":{"revision_id":0,"type":"depid","value":"1650"},"status":"published"},"_oai":{"id":"oai:suac.repo.nii.ac.jp:00001650","sets":["215:171:225"]},"author_link":["627","628","224"],"item_10006_contributor_6":{"attribute_name":"論文指導","attribute_value_mlt":[{"contributorNames":[{"contributorName":"松本, 茂章"}],"nameIdentifiers":[{"nameIdentifier":"224","nameIdentifierScheme":"WEKO"},{"nameIdentifier":"9000018249801","nameIdentifierScheme":"CiNii ID","nameIdentifierURI":"http://ci.nii.ac.jp/nrid/9000018249801"},{"nameIdentifier":"10433393","nameIdentifierScheme":"e-Rad","nameIdentifierURI":"https://kaken.nii.ac.jp/ja/search/?qm=10433393"}]}]},"item_10006_date_11":{"attribute_name":"学位授与年月日","attribute_value_mlt":[{"subitem_date_issued_datetime":"2020-03-31"}]},"item_10006_description_10":{"attribute_name":"学位授与年度","attribute_value_mlt":[{"subitem_description":"2019"}]},"item_10006_description_17":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"PDF"}]},"item_10006_description_7":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本研究は、全国各地の自治体で古くから実施されている高齢者のための連続講座、いわゆる「高齢者大学」に着目し、その現状と課題を「社会参加」の視点から論じたものである。\n高齢者大学は講座を受講するといった、受け身の生涯学習にとどまらず、地域の高齢者たちが出会い、交流する場となりつつある。筆者はこの状況を、「社会参加のプラットフォームづくり」と位置付け、各地の高齢者大学が今後より一層「社会参加のプラットフォーム」として充実していくためのいくつかの要素を明らかにすること、それが本研究の目的である。\n調査の方法としては、東京、名古屋、大阪という三大都市圏を選び、郊外に立地する、小牧、豊川、箕面、可児、武蔵野の各市を題材にして、関係者から聞き取り調査を行うことで、比較研究した。\n分析の枠組みとして、高齢者を社会参加へといざなう要素を重要視し、「参加のしやすさ」、「新しい仲間づくり」、「仲間との関係性を継続させる仕組み」の三つの視点を採用した。\nこの5 市の事例では、高齢者大学の所管や運営主体は多様であった。高齢者福祉部門や生涯学習部門の直営であったり、公益財団法人 、あるいは老人クラブ連合会が受託して運営していたりと、各市がその目的に合わせて独自に所管を決めながら、高齢者大学を実施している実態が浮かび上がった。\nさらに、高齢者大学における講座内容を調査してみると、健康講座やスポーツなど、健康志向のものや、防災・防犯など生活に必要な知識といった実用的な内容がある一方で、歴史講座、芸術鑑賞などといった文化的教養を高める内容、レクリエーション的内容のものなど、福祉分野、スポーツ分野、生涯学習や文化芸術分野など多岐にわたっていた。\nこのように高齢者大学は自治体の縦割り行政を超えた総合政策としての実態を持ち、特に福祉政策と、生涯学習を含む文化政策との交差がみられる事業である。このため本論の末尾には、これからの高齢者大学が目指すべき方向性について、二つの提言を行った。\n一つには、自治体は高齢者大学事業に対して、より多くの人の社会参加の受け皿とするために、これまでの福祉や生涯学習の範疇にとどまらない、豊かで多彩な講座、あるいは体験型、参加型のメニューを提供すべきであること。\n二つには、高齢者大学における「社会参加のプラットフォーム」の行き先には、高齢者が自己革新でき、自由に表現できるような、創造性をもたらす内容が欠かせないという事である。そこに高齢社会における文化芸術事業の可能性が見えてくる。"}]},"item_10006_description_8":{"attribute_name":"取得学位","attribute_value_mlt":[{"subitem_description":"修士(文化政策)"}]},"item_10006_description_9":{"attribute_name":"学位授与大学","attribute_value_mlt":[{"subitem_description":"静岡文化芸術大学"}]},"item_10006_full_name_3":{"attribute_name":"Author","attribute_value_mlt":[{"nameIdentifiers":[{}],"names":[{"name":"SATO, Yoshiko"}]}]},"item_10006_textarea_22":{"attribute_name":"Abstract","attribute_value_mlt":[{"subitem_textarea_value":"This research focuses on the so called \"Elderly College \", a series o f lectures for the elderly that has been conducted for a long time in local governments around the country, and discusses the current situation and issues from the perspective of \" Social Participation\".\nElderly colleges are not limited to passive lifelong learning such as taking courses, but are becoming places where local senior citizens meet and interact. The author considers this situation as “creating a platform for social participation,” and clarifies some conditions for elderly colleges to become bet ter “platforms for social participation” in the future. This is the purpose of this study.\nAs case studies, the author selected five cities, Komaki, Toyokawa, Minoh, Kani and Musashino, which are suburbs of three major metropolitan Tokyo, Nagoya and Osaka. Interviews were made with the relevant parties on the cities, and a comparative study was conducted.\nAs emphasis is placed on the elements that lead senior citizens to social participation, this study adopts the three viewpoints as an analytical fr amework accessibility of participants ”, “making new friends”, and “mechanism to maintain relationships with friends”.\nThe jurisdiction and management of elderly colleges were diverse. In some case, they are managed directly by the welfare department for the elderly or the department of lifelong learning section, and in other case, they are entrusted and operated by the public interest incorporated foundation, or the federation of senior citizens. The fact that the management sections of the college varies from city and are decided by the purpose of them emerges.\nFurthermore, when the author look at the contents of courses at elderly colleges, there are practical contents such as health courses sports, and knowledge necessary for life such as disaster prevention and crime prevention, contents that enhance cultural education such as history lecture and appreciation, and recreational contents, which are classified as various fields such as welfare field, sports field, lifelong learning and cultural art field.\nIn this way, elderly colleges have a status of comprehensive policies that go beyond the municipality's vertically divided administration, and in particular are projects in which welfare policies intersect with cultural policies including lifelong learning. For this reason, at the end of this paper, I suggest two ideas regarding the direction that the elderly colleges should aim for.\nFor one thing, the local government should have rich and diverse courses or experience menu that goes beyond traditional welfare and lifelong learning so that it can serve as a platform for the participation of more people in the elderly college business.\nSecond, the destination of the \"participation platform\" at the elderly colleges must have creativity that the elderly can self-innovate and express freely.
