 note = {P(論文), 本稿では、居住者の多国籍化・多言語化・多文化化が進展した焼津市T団地を事例として取り上げ、今後の多文化共生社会実現に向けて地域コミュニティはどのような方向を目指すべきかを論じた。アンケート調査の結果から、T団地に住む外国人のなかには長期滞在を希望する者も少なからず存在することが明らかになり、また、近隣とのつきあいや日本人との交流にも積極的な傾向が認められた。今後も外国人居住者の存在は団地自治会にとって所与の条件となり続けるだろう。そのため、外国人居住者を自治会活動の阻害要因として捉えるのではなく、新しいコミュニティづくりのリソース(人的資源)として捉えるような発想の転換が求められる。つまり、相互理解と交流の促進を通じて、外国人居住者を地域コミュニティの担い手として組み込んでいかなくてはならないのである。それは「外国人問題」の解決ではなく、地域コミュニティの再生という文脈で考えてゆくべきものだろう。, This paper discusses the appropriate direction for a local community through a case study at a public housing in a multinational, multilingual and multicultural setting. The results of our questionnaire survey demonstrate that not a few foreign residents in the public housing wish to keep on staying in Japan and show a noticeable tendency to be more active in mingling with their fellow citizens and to make more contact with Japanese residents. Considering this situation, Japanese residents are required to regard foreign residents not as an obstacle to the self-governing organization activities but as a potential human resource for the community. Through mutual understanding and increasing daily contacts, Japanese residents should enter into partnership with foreign neighbors as the support and driving force of the future local community. This is not a process of resolving "foreigner related problems" in the public housing but a way of revitalizing the local community.},
