To what extent should buildings be safe, and how can we secure safety of such buildings for the benefit of all citizens? The current paper discusses the problems and introduces a new concept of \"seismic tax\", which will be imposed on not-so-safe buildings against earthquakes. The tax is a kind of object tax, similar to the city planning tax. It however challenges the idea that more valuable properties will be charged higher rates; in this context, more vulnerable buildings are charged higher. The basic idea is that the amount of implicit social cost necessary once an earthquake occurs should form the basis of the tax amount.
