 note = {P(論文), 「ユネスコ公共図書館宣言 1994」は、公共図書館は地域の情報センターとして、利用者が知識や情報にアクセスできるようにすること、そして公共図書館サービスはすべての人が等しくアクセスできるという基本の上で提供される、と述べている。 これまで、日本の公共図書館では、障害のある子どもたちに対して、主にボランティアの手作りのバリアフリー絵本が提供されてきた。しかしこれについてはいくつかの問題が指摘されている。今後は、すべての人が楽しむことが出来る、ユニバーサルデザイン絵本の提供を考えていく必要がある。 そのためには、図書館員はまず利用者と十分なコミュニケーションをとって、必要とされているものを把握し、その上で、出版関係者や著者、教師などと協力して、ユニバーサルデザイン絵本の制作に取り組むことが求められる。, UNESCO Public Library Manufesto 1994 said that the public library is the local centere of information, making of knowledge andinformation readily available to its users, and the service of the public library are provided on the basic of equality of access for all. Most public libraries in Japan mainly provided special picture book made by voluntary group for children with disability. But there is someproblem. Now it is necessary for librarian to think about 'right picture book for all'. And librarians have to communicate user to know theyneeded, and then librarians have to collaborate with publisher, author and teacher in publishing 'right picture book for all'.},
