To conclude, Japanese industrial order tended to be based on inter-firm cooperation of which main issues were regarded as maintenance and reinforcement of "reputation" in each producing district. The reputation was regarded as public goods by its member, and therefore, export inspection systems, commodity exchanges and trade associations were established by cooperative behaviors among both producers in each industry and governments. In contrast, Chinese order tended to be based on reputation of each company through its own brands or trademarks, not of producing districts as a whole.
