The study also reveals the originality of Italian film policy by comparing it with that of Nazi Germany and Japan, Axis powers that were similar to Italy. The study showed that film policy under the Fascist regime established a basis for inventing postwar Neorealism movies, based on three factors: hardware, software, and humanware. Regarding hardware, the Fascist regime strengthened the base of the film industry by developing institutions and facilities including Cinecittà and Centro Sperimentale di Cinematografia. As for software, the regime improved filming techniques through activities of LUCE and deepened young people' s knowledge of cinema through activities of Cineguf. As regards humanware, LUCE and Centro Sperimentale di Cinematografia brought up movie directors who became leader of the Neorealism. Thus, the Fascist film policy aimed not only to enforce cultural control but to foster the development of the Italian film industry, which differed from the film policies of Nazi Germany and Japan.
