There are 3 types of development methods in general.\nThese 3 types of development methods are as following. Waterfront Development Type: the redevelopment of port area that was devastated completely and lost the port function; Super Hub Port Type: overhauling the old port facilities, introducing new facilities and equipments, and aiming to earn the latest global logistics network hub function; Complex Development: original distribution functions and the function named waterfront development function which includes both leisure and tourism.\nI have focused on complex development type. In Japan, because of the thriving coastal fishing logistics and domestic coastal routes, there are so many regional ports are aiming to develop new waterfront function without losing its original features.\nBoth in Japan and China, the requirement of complex development for both logistic functions and service such as tourism for the port development is studied from now on. And, since 3.11, the new type port development which is strong in corporation of disaster prevention and leisure and tourist is becoming important.\nIn this paper, we present a case study of the Port Amagasaki and Numazu which are based on complex development type.
