The first purpose is to prompt children to read. The second purpose is to make children accessible to books and other materials. And third purpose is to instruct children to use libraries. This study is to try to examine what library services to children in Japan achieved that three purposes. The result of this study show that to measure an achievement of the first purpose is difficult. Then it is important to think how measure an achievement of the second purpose.},
