| 内容記述 | 本研究では、地方公共団体の会議録の分析と関係者へのインタビューにより、地方公共団体における同性パートナーシップ証明制度の導入の経緯を分析し、その過程の変化を明らかにした。 同性パートナーシップ証明制度を制定する地方公共団体が、2015 年以降、徐々に増えた。この制度は、東京都渋谷区のように条例、あるいは東京都世田谷区のように要綱を法的な根拠としていた。2018 年 12 月時点では、渋谷区や世田谷区を含め、9 つの地方公共団体で同性パートナーシップ証明制度が実施されていた。この動きの背景には、2000 年代より、地方公共団体の人権や男女共生に関する計画や指針などにおいて、性の多様性への配慮が求められるようになっていたことがある。民間企業においても、セクシュアルマイノリティに関するサービス等が、従業員および顧客に対して始まっていた。さらに、セクシュアルマイノリティ当事者や支援者による、市民活動も急激に活発化していた。地方公共団体における同性パートナーシップ証明制度制定の動きは、初めは首長や議員からの提案がきっかけになっていたが、2017 年の札幌市での制定前後から、札幌市に代表されるように、セクシュアルマイノリティ当事者や支援者による市民団体が主導的な役割を果たす事例が増えていた。本研究から、初めはセクシュアルマイノリティを対象とした運動から、多様な性自認と性的指向を尊重する視点が生まれていることが判明した。 |

| Abstract | ||||||||
| In recent years, local governments establishing the same sex partnership certification system are gradually increasing. This system is based on ordinances or outlines. In November 2015, Shibuya-ku, Tokyo started certifying the relationship of same-sex couples as one of the measures of "a regulation promoting a society that respects gender equality and diversity in Shibuya-ku". Also on the same day, Setagaya-ku, Tokyo also introduced the same-sex partnership certification system by "Outline on the handling of the oath of Setagaya-ku partnership". As of December 2018, nine local governments, including Shibuya-ku and Setagaya-ku, are implementing the same-sex partnership certification system. In the background of this movement, consideration to the diversity of sex has been sought after in the 2000s in the plans and guidelines concerning the human rights of local governments and gender symbiosis. In local governments, the revision of the system to support sexual minorities, including the same sex partnership certification system, has progressed. Also in private enterprises, services on sexual minorities, etc. are initiated for employees and customers. In addition, civic activities are becoming active. In addition, the local public entity introduces a system related to sexual minorities, which has turned into an environment where the parties are likely to raise their voice. By understanding diversity from the conference records of local governments, we can read the move towards a society where each employee can easily live. Therefore, from a viewpoint of sexual minority, a point of view respecting all people's SOGI is born. |
