| 内容記述 | 本稿は、2022年10月28日に、Mekong Cultural Hub（以下、MCH）1主催のシンポジウム週間「繋がることから協働へ：アジアのアートとソーシャルアクションのミーテイングポイント（From Connection to Collaboration: A Meeting Point on Art &Social Action in Asia）の企画の1つとして静岡文化芸術大学で「アート／ケア／文化政策」研究会が開催した「『生きにくさ』と向き合うアートマネジメントの実践研究：反抑圧的ソーシャルワークを手掛かりに」の実践報告である。 シンポジウムでは、「アートの現場をソーシャルワークの実践の中で展開してきた反抑圧的ソーシャルワーク実践（Anti-Oppresive Social Work Practice, AOP）から捉えるとどのように見えてくるのか」を課題設定とし、AOPの視座の紹介と、上田市、浜松市の実践報告を行った。本稿では、シンポジウムの対話から浮かび上がったAOPの視点からアートの現場を捉えなおす際の重要点について考察した。 シンポジウムにおける事例報告や質疑応答では、主に①AOPが最も重視する「内省的省察（critical consciousness）」と②創造性の在り方について検討がされ、「創造的であるということは批判的でもある」という通奏低音（相関点）が提示された。それを踏まえ、本稿では、①開かれた創造の場における内省的省察は、自身の立場性の再考を促し、関係性を繋ぎなおす契機をもたらすこと、②それは、皆が「社会の当事者」として立ち振る舞うことを促し、既存の考えや価値観を揺るがし、「自律／自立」を可能にすること、③その先に、「自治」を生み出す力が育まれることを指摘した。この点において、アートの現場では、福祉の現場で目指される「自立」を超える営みが行われるのである。 |

| 内容記述 | This paper reports on the symposium entitled ‘A Practical Study of Arts Management to Deal with"Difficulties in Living": A Perspective of Anti-Oppressive Social Work Practice(AOP)’, organised by the “Arts / Care / Cultural Policy” Research Group and held at Shizuoka University of Art and Culture on 28 October 2022. The symposium, which formed part of the symposium week, From Connection to Collaboration: A Meeting Point on Art & Social Action in Asia, was hosted by the Mekong Cultural Hub (hereafter MCH). This paper investigates how the field of arts management can be grasped through the framework of Anti-Oppressive Practice (AOP), a perspective rooted in social work. By introducing AOP theory alongside case studies from Japan, namely Ueda City (Nagano Prefecture) and Hamamatsu City (Shizuoka Prefecture), this paper synthesises the key insights that emerged from the discussions at the symposium regarding the re-evaluation of arts management from an AOP perspective. Through case presentations and subsequent discussions during the symposium, particular attention was given to two interrelated themes: (1) critical consciousness, understood as a form of reflexive self-examination that AOP regards as fundamental, and (2) the nature of creativity itself. These discussions converge on the shared underlying premise that to be creative is to be inherently critical. Accordingly, this paper argues that: (1) fostering critical consciousness within open creative spaces encourages individuals to rethink their positionality, providing opportunities to rebuild relational ties; (2) this empowers individuals to act as 'stakeholders in society', thereby reshaping existing ideas and values to facilitate self-reliance; and (3) ultimately, the capacity for collective self-governance is cultivated. In this regard, arts management encompasses practices that transcend the mere 'self-reliance' typically pursued within the welfare sector. |
