| 内容記述 | 公共性に対する認識と芸術の表現手法の変化により、パブリックアート政策における市民参加が重視されてきた。市民参加の発展理論によれば、市民の意思と市民参加の意義は参加程度の深さによって異なる。台湾のパブリックアート政策は、アメリカのパーセント‧プログラムの方式を採用し、市民参加を重視しているが、実際には市民との交流が不足していたり、一方的で形式的な行政手続きにとどまっているという問題がある。欧米で始まり発展したパブリックアートを、台湾と同様に、最初は受け入れる立場にあった日本においては、60年代の彫刻設置事業から、国内の政策環境と合わせって、「都市開発型」、「アートプロジェクト型」など多様な形式に発展してきた。多様な市民参加を推進してきた経験を持つ日本の事例から、台湾への示唆を得ることが本研究の目的である。 まずは、台湾におけるパブリックアート事業の審議段階に基づいて設けた5つの設置プロセスと、4つのパブリックアート類型、3つの参加程度を分析軸として、比較分析モデルを作成した。このモデルを用いた14件の日本のパブリックアート事例の分析結果により、台湾のパブリックアート設置プロセスに対する提言として以下の3点が導かれた。1.パブリックアート事業の目的がモノ志向やコト志向かを踏まえ、市民の意思を反映するレベルが計画全体か作品創作かを理解した上で、市民参加の方法を策定する。2.設置プロセスの前期における市民参加の実践は、地域組織との連携を活用する。また、計画に継続性を持たせ、経験を蓄積することが市民との共同計画につながる。3.設置プロセス後期における市民参加は、市民の運営能力の養成や愛着を育てることなど多様な手法を通して、地域におけるより参加しやすい環境を築く。 |

| Abstract | ||||||||
| The citizen participation of the process of public art policy is very important in Taiwan, which is secured by the “Regulations Governing the Installation of Public Artwork”. Meanwhile, it also highlights the fact that citizen participation becomes the formal procedure which is just for conforming to law and remains at the surface-level of participation. In this study, I analyze 14 cases about the citizen participations in Japan, by 5 stages of process of public art project, 4 types of public art and 3 levels of citizen participation. According to the result, I offer 3 suggestions about the citizen participation of public art in Taiwan: 1. The citizen participation plan is made on the basis of understanding that the public opinions appear on the level of the overall plan or installation process of artwork, depends on the type of public art is object-oriented or process-oriented. 2. It is helpful for forwarding the citizen participation at the early stages of the process of public art project by cooperating with regional frameworks. And the continuity of plan and the accumulation of experiences are useful for collaborative planning. 3. It is easier to participate by the development of the art management skill and the attachment to the public art project at the late stage of the installation process. |
