| 内容記述 | 地方分権一括法の施行とともに推進された｢平成の合併｣は、合併した自治体に様々な影響を及ぼした。そして、この合併による影響は文化の領域においても例外ではない。例えば、合併した市町村の中には、地域の気質を失ってしまったり、文化事業の予算が削減されるといった事態が生じている。そして、地域の文化振興において重要な役割を果たしてきた公立文化施設においても合併を機に、その運営や事業に変化が生じてきている。 そこで、本研究は、地域の公立文化施設に焦点を当て、｢平成の合併｣後の実態を明らかにすることを目的とした。合併自治体は全国に多数存在する。本論は、それらの合併自治体の中で「非中心地域」を研究の対象とした。この「非中心地域」とは、編入合併の場合の「市に編入されられる側の旧町村部」、新設合併の場合の「市役所が存在し、新市の中心となる自治体以外の旧町村部」を指す。これは、合併によって他の市の周辺地域となってしまった自治体においてこそ、市町村合併による地域アイデンティティの喪失が懸念されるためである。研究の方法としては、｢非中心地域｣に加え、｢中心地域｣と｢非合併町村｣における劇場・音楽堂と博物館を選出し、それらに対して調査票を用いたアンケート調査を実施した。これらの調査結果を比較分析することによって、｢非中心地域｣の文化施設の実態の特徴を分析することが狙いである。 その結果、合併の影響は、博物館に比べて劇場・音楽堂により顕著に現れていることが明らかとなった。特に、合併に伴う経費節減は、地域のアイデンティティに関わる事業の実施に影響する可能性がある。さらに、文化施設の地元地域に対する姿勢、利用者・来場者の状況、他地域施設への関心、近年の予算といった実態を明らかにすることができた。 |

| Abstract | ||||||||
| The municipal mergers of Heisei in Japan, which were promoted through enforcement of the decentralization law, varied in their impact on local government mergers, and villages lost their original identities. Furthermore, some cultural events saw their budgets cut. Moreover, municipal mergers had an impact on public facilities. To reveal their actual condition, this paper focuses on regional public facilities. There are many merged municipalities. This paper particularly focuses on surrounding areas of merged municipalities. "Surrounding area of merged municipalities" means "the old towns and villages that are incorporated into cities in cases of incorporation-type mergers. I n cases of consolidation-type mergers of old towns and villages that are not municipalities, city hall is centrally located in the city." As survey method, I selected theaters and concert halls, and museums of surrounding merged municipalities and central areas of their towns and villages, and non-merged towns and villages, further conducted questionnaire surveys for their. Though comprehensive analysis of the results, I aim to reveal the actual conditions of cultural facilities of surrounding merged municipalities. I thus reveal that the Heisei municipal mergers had a more serious impact on theaters and concert halls than on museums. The cost savings associated with mergers might have had a particularly bad influence on events to promote regional identity. Moreover, the study shows that attitude toward the local area, condition of user and visitor, interest in facilities located in other regions, recent budget. | ||||||||
