| 内容記述 | 本研究は、指定管理者制度が導入された神戸市灘区民ホールを題材にして地域との連携・協働を目指した公立文化施設の新な取り組みについて現地調査を実施し、事例分析を行ったものである。連携・協働が実現するために必要な要素、指定管理者制度が及ぼした影響についてNPMの視点から考察を試みる。東日本大震災や「劇場・音楽堂等の活性化に関する法律」をきっかけに、文施設役割は変容を求められている。社会変化が激しく、地域ごとに状況や課題が多様である現代おいては、各文化施設が独自の対応が期待され、指定管理者制度は地域文化施設の運営に一効用あると考えられる。 事例調査を行った神戸市立灘区民ホールは2社による共同事業体によって管理運営がなされている。運営を主導する1社は使命を同じくする「同志的集団」であことに注目し、人材が集まった経緯や運営方針について解明を試みた。地域に存在する商店街・周辺文化施設・高等教育機関に対して、同ホール職員が施設を出て、積極的に地域文化活動に人的・物的支援を行っていく様子明らかにした。 このような施設を「地域連携協働型」文化と名付け、上記の取り組み可能にしている要素として次の3点を挙げた。１つには「地域連携協働型」文化施設にはNPMを生かした指定管理者制度の導入が効果的であること。2つには管理運営をする指定者には、管理運営方針に具体的なミッションを掲げ、それ賛同する人たちが集まった「同志的集団」であることが望ましいこと。3つには 「同志的集団」を指定管理者に選定する場合、自治体はNPMに基づいて、一定の権限移譲を行うこと、である。 同ホールのような地域文化施設は全国各に設置されており、連携・協働担い手である商店街・周辺文化施設高等教育機関は地域に存在している。灘区民ホールの取り組みは、大都市の小規模施設や中都文化自治体行政参考になると考えた。 |

| Abstract | ||||||||
| In this thesis, I have done a case study on Regional Cultural Institution and a new type of partnership and collaboration approach with the community via a Designated Administrator System and suggested ways to improve the system. I have examined essential factors for the realization of that approach from the view Designated Administrator System. Taking the opportunities presented by The Great East Japan Earthquake (2011) and the Act on Vitalization of Theatres and Concert of Theatres and Concert Halls (2012), Regional Cultural Institutions were asked to play roles of approaching community problems and being a cultural base for local communities. I have found that it's effective to introduce The System making use of New Public Management (NPM) as the background for it' management. Kobe Nada Hall is managed by a joint venture of two companies. Through a case study, I found there are three actors of partnership and collaboration around this Hall. And I have focused on three essential factors for realization; 1) introduction of the system into "local partnership and collaboration type" cultural facilities, 2) the designed administrator working in conjunction with a group sharing the mission, should define the management mission, 3) local governments are empowerment to them based on NPM. |
